Circumstances: She was abducted by her non-custodial mother, Elfriede Howard. A photo and vital statistics for her are posted below. The girl's father, Joseph Howard, was granted sole custody of Priscilla in December of that year. A felony warrant was issued for the abductor on December 9, 1998. They are believed to be in Germany.

Vital statistics: White (German) female. Born on April 1st, 1958. Brown hair, hazel eyes. She has a tattoo of a heart on her right wrist and a tattoo of the letter "P" between the thumb and index finger. She has worked as a retail salesperson. She speaks German and some English. She smokes cigarettes and likes to drink brandy. Was thirty-five at the time.
