Larry Ross Synclair Jr.
Last seen in Fresno, California on September 2, 1999
Vital statistics: White male. Born on May 14, 1995. Light brown hair, blue eyes. Was four at the time.
NCIC number: M-843039160
Circumstances: He was abducted by his non-custodial mother, Svetlana
Victorovna Synclair. A photo and vital statistics for her are
posted below. A felony warrant was issued for her on March 19, 2003. They are believed to be in Russia. She has
abducted him twice before and her ex-husband, Larry's father, has
accused her of abusing the child and himself. Larry reportedly was "a
mental wreck" when returned from one of his abductions. He exhibited
behaviors such as bedwetting, crying spells, aggressive spells yet was
quick to cower whenever he would make a simple mistake like drop a fork
from the table. In 2002, the The Synclair/Cannon Child Abduction
Prevention Act was signed into law. Named after Larry and another
abducted child, Shelby Cannon, it designed to prevent parental child
abductions by requiring California courts to consider flight-risk
factors when determining child custody among divorcing spouses. Cannon
has since been located in England, but Larry remains missing.
