Vital statistics: White male. Born on April 29, 1966. Light brown hair, brown eyes. He has a scar near his lip. His nickname is "Kip." Was two at the time.

Circumstances: He was abducted by his non-custodial father, Michael Lacey. An age-progressed photo of him is posted below. He was born in 1939; no other vital statistics for him are available. Kipper's parents were in the process of a divorce in 1968. Michael lived in Dallas, Texas, and had weekend visitation with Kipper, who lived with his mother Joreta Sharp Lacey. On June 8, Michael's mother Dorothy Lacey Groseclose Wills, showed up at the time of Michael's scheduled visitation and said that she was taking him to her home in Enid, Oklahoma where Michael was visiting her. Joreta let her leave with Kipper. He was not returned after the weekend was over and when Joreta called Dorothy she claimed not to know her son and grandson's whereabouts. At the time parental kidnapping was not a crime in Oklahoma and the police did not open an investigation. Michael had quit his job in Texas and had vacated his apartment. Two months later, Dorothy said she was moving out of Enid and retiring. She told co-workers that she was going to help Michael raise Kipper and they would never be seen again. Dorothy was born in 1914; no photos or other vital statistics for her are available. There has been no activity since 1968 on Dorothy's, Michael's, or Kipper's social security numbers and none of them have gotten a driver's license in the US. Michael received an inheritance when an aunt died years later but never claimed it. They may have left the country. Joreta remarried in 1969 and had another child, but she has never stopped looking for Kipper.
