Vital statistics: Hispanic male. Born on March 30, 2001. Black hair, black eyes. Was four at the time.

Circumstances: He was abducted by his non-custodial mother, Irama Josefina Ramirez de Sisco. Photos of her are not available. She is a hispanic female who may be referred to as "Irma Jose Fina Ramierez Perez." She told his father, Carlos Jose Ovalles, that they would be visiting relatives in Miami, Florida and signed an agreement that he would return to Venezuela by February 2006, but they never returned. They were known to be in Utah in 2008 and may still be there, or may have traveled to California.
