Carolina Dias Meyer Noronha
Last seen in New York City, New York on December 22, 1997
Vital statistics: Biracial (asian/hispanic) female. Born on June 8, 1996. Brown hair, brown eyes. She was born in India. Was one at the time.
NCIC number: M-104406078
Circumstances: She was abducted by her non-custodial mother, Ana Noronha. Photos and vital statistics for her are not available. Her father, Vivian Noronha,
is a citizen of India and her mother is a citizen of Brazil; she met her husband in June 1992 when Noronha was attending a conference as a computer specialist in Brazil. She was taken to New York and raised there. Her mother
gradually spent less and less time with her, leaving her in the care of
her father. She alleges spousal abuse; the courts later threw out the claims. Vivian has been allowed supervised visits with his daughter since then. He has re-abducted her from Brazil, but got caught in Paraguay. Brazil has signed the Hague Treaty on the Civil Actions of Child Abduction, but only did so in 2000. The courts ruled it did not apply to cases before this, like Carolina. Brazilian courts have ruled in favor of the mother.
