Russia has a unique thing the United States does not have for minor children. A Russian citizen parent can travel ban their children from leaving Russia and Russian authorities can also say the children cannot leave Russian territory for the protection and wellbeing of the children. It is so complicated and tragic, but for years these two little girls and their brother didn’t have either parent in Russia to care for them so if you can read or translate Russian then you already know Russian courts would not allow anyone to remove the children from Russian territory to the United States. If the children couldn’t stay with their mother’s relatives, then they would have been in some godforsaken orphanage. It is much the same throughout the rest of the former USSR countries as well. Now Mom is back in Russia and the children can at least live with her, but Mom isn’t 100% free to take the kids back to the USA while Russian courts are worried she will be arrested again and the children will have an uncertain situation. The Mom actually did try to arrange a meeting with her ex-husband as is mentioned in Russian media, but she couldn’t take the children from Russia to a neighboring European country because she had no American passport for her youngest child and the children weren’t supposed to be transferred while the custody issue was going on any way. Especially since she claimed domestic violence as the reason she fled Wichita. I say this as a fellow American citizen who nearly lost her children to corrupt as hell Russia and probably every surrounding friendly former USSR country for good and had to learn the hard way to play by their rules some 20 years ago, the only way this man is ever going to see his kids again is if he goes to Russia and submits to their authority. And frankly I don’t advise that because it doesn’t matter if you are father/mother of the year, Russia would rather see your babies in an orphanage if you challenge for custody than return them to you and aren’t about to let them go anywhere with a foreigner parent or even let the native parent remove them from the jurisdiction. There’s an American man being detained in Russia and facing trial on trumped up charges right now because he desperately (quite recklessly to be honest) went to Russia by himself last year to try to see the sons his ex wife took off to Russia with a few years ago after accusing him of abuse and fight for custody in Russian courts. Abuse and mental illness are such common tactics in these sorts of international disputes, been there down that, it is entirely a lose-lose situation.

I don’t know. This sounds suspiciously like something mom made up just so dad couldn’t bring his daughter home.
