Samantha Jalomo-Velasquez missing five years

Today is the fifth anniversary of the disappearance of Samantha Jalomo-Velasquez. She was abducted by her non-custodial parents, Jose Jalomo and Maria Velasquez Jalomo, from Pomona, California.

    What does “abducted by her non-custodial parents” mean? Were they abusive and the state took custody?

    I’d assume something along those lines. Or that she was placed with some other relative.
